MEXICO DF 925 STERLING SILVER 16.5" Footed Bowl 1,814.37 Grams Signed 4 Pounds!!

This big beautiful bowl is in great vintage condition. Would polish up really nice. I have never polished silver so I decided not to in fear of damaging it. It weighs 4.0 pounds or 1,814.37 grams! And measures 16.5” wide. It is stamped 925 hecho en Mexico DF. I can’t make out what the top and bottom line says? I couldn’t find much info on it, but would be very appreciative if anyone could tell me more about it.
